Dramatic blue wall paint color

I rebuilt and redesigned this home, and painted it with a water based paint, it was very good. It was about 5 years ago, but it's still good on sharpness and texture, and it is washable.

Water-based paint for the wall?

I didn't know I can use water-based paint for the walls. Is this some kind of powder you have to mix with water or something? And is it as good as the usual types of paint you can buy in home improvement stores?
