House Painter Had No Clue About Painting!

Our landlord got a house painter to redo the whole house. He was meant to paint the walls, the landing and the windows. However, he must have done it really cheaply because the painter that we got had no clue about painting at all.
The house painter that we got for our house couldn't speak English for starters, so it was really difficult to communicate with him. He came and went whenever he liked, even on a Sunday at 7am and started making tons of noise so it woke all of us up!
He made a mess of our whole house! He spilt paint everywhere, and we had to spend the whole weekend cleaning up after him. There were flecks of paint everywhere and the house was a complete mess.
Besides that, he used cheap wall paint to paint over the wood banisters on our stairs. Who does that?? As a result, every time we hold the banisters to go up or down the stairs, a bit of white paint sticks to our hands. So annoying.
Also, when he was painting our window frames, he was so messy with it that he painted bits of the window as well so now my window has white specks everywhere!
I would definitely advice against getting a home painter on the cheap. This is so that you don't end up with a painter who obviously has never painted before. It was such an effort to clean up the house after him. I would definitely not have picked him but as it was my landlord who hired him, we did not really have a choice. I made sure to tell my landlord about him and his mess everywhere.
